Youth in Model Railroading

CCMRRCAM YMR Youth Protection Policy

The Cape Cod Model Railroad Club and Museum has adopted the following policies for the safety and well being of its members. While these policies are primarily for the protection youth members, they also serve to protect adult leaders. These rules are to be followed at all times when any activity of the Youth in Model Railroading (YMR) Division takes place or there are underage members of the CCMRRCAM present.


§  Background Checks. All adult leaders of the YMR Division will be subject to criminal background checks to determine the suitability of said adult leaders and ensure the safety and well being of YMR Division members. 

§  Minimum two-deep leadership. Two registered adult leaders, or one registered leader and a parent of a participating YMR Division member, should be present for all YMR Division Activities.

§  One-on-one contact between adults and youth members prohibited. In any situation requiring a personal meeting, special assistance, help or training, such activity is to be conducted in view of other adults and youths.

§  Privacy of everyone respected. At all times the complete respect of each individual’s personal privacy will be expected and required.

§  Inappropriate use of cameras, imaging, or digital devices prohibited. While filming model railroads, dioramas and projects is fun and popular, it has nevertheless become very easy to invade the privacy of individuals. It is inappropriate to use any device capable of recording or transmitting visual images in restrooms, or other areas where participants expect privacy. Finally the permission of a parent or guardian must first be obtained prior to the electronic posting of any images of underage members whether on sites promoting the club or an individual.

§  No secret organizations. The CCMRRCAM does not recognize any secret organizations as part of its program. All aspects of the YMR Division are open to observation by parents and leaders.


§  No hazing. Physical hazing and initiations are prohibited and may not be included as part of any Youth in Model Railroading activity.

§  No bullying. Verbal, physical, and cyber bullying are prohibited in Youth in Model Railroading.

§  Mandatory reporting of child abuse. Everyone involved in Youth in Model Railroading are personally responsible to immediately report to law enforcement any belief or good faith suspicion that any child is, or has been, abused, exploited or endangered in any way. No person may abdicate this reporting responsibility to any other person for any reason whatsoever.

§  Social media guidelines. The policy of two-deep leadership extends into cyberspace. Another adult leader should be copied on any electronic communication between adult and youth member.

Violations of any CCMRRCAM's Youth Protection policies must immediately be reported to at least two members of the Executive Board, the Executive Director of Youth In Model Railroading and (as required by law) the relevant authorities.
